  5. Blend the dry ingredients into the butter mixture until a dough forms; add milk if too dry.
  6. Shape the dough into small balls, about 1 inch in diameter.
  7. Bake on a parchment-lined baking sheet for 12-15 minutes, until edges are slightly golden.
  8. Dust the warm cookies in powdered sugar after cooling them slightly.
  9. Cool on a wire rack until completely cool.
